Provided organization design leadership and direction for a new $2B engineering and manufacturing company formed through multiple corporate acquisitions (1998 through 2002) by General Dynamics Corporation. Active member of leadership team that defined and implemented the enterprise organization structure and operating processes for General Dynamics Advanced Information Systems.
• Led a 500 person multi-discipline engineering organization through design, manufacturing, deployment and support of complex hardware / software computing systems for military and intelligence applications.
• Defined and managed annual $60M operating budget used to execute business unit’s $250M in annual sales.
• Designed and deployed functional matrix organization successfully aligned with business objectives.
• Review and approval authority for technical solutions, engineering, and manufacturing support resources.
• Collaborated across four divisions with three other Directors of Engineering to define processes and opportunities for engineering resource engagement and cross-divisional initiatives.
• Championed more than 5 major company-wide engineering initiatives including successful implementation of statistical process control and Six Sigma methodologies into design and development processes.

• Led organizational change initiatives and transformed the engineering organization from a posture of “Red” technical execution on 94% of the divisions programs($160M) to 100% “Green” execution in less than two years.

Provided leadership and direction for two General Dynamics strategic investment initiatives for expansion into communications satellites and unmanned air systems markets leveraging core company technologies
• Defined and directed program efforts for a $20M commercial communications satellite venture investment.
• Successfully leveraged satellite development technologies into $75M follow-on Intelligence Satellite programs.
• Successfully stood up a 50-person Integrated Product Team based Unmanned Systems Business Unit.
• Developed and executed teaming agreements and Technology Assistance Agreements between General Dynamics and multiple U.S. and foreign national corporations.
• Led U.S. / Israeli engineering team through flight demonstrations at inaugural unmanned air vehicle fly-day hosted by the US Navy.
Director of Systems Engineering (1999-2000)
Led a group of 70 Specialty and Systems Engineers with domain expertise in design, manufacturing, and life-cycle support for military and intelligence based high performance computing systems. Provided functional management including resource allocation, resource development, performance management, and engineering solution design guidance in support of business execution efforts for a $250M mission computing business.
A commercial space launch company providing access to Russian rockets, launch facilities, and orbital space for US and international commercial satellite development companies. ASAI plans and manages all licensing, transport, satellite facilities, and launch operations to enable commercial access to space.
Director of Launch Operations
• Managed personnel, transport, integration, and launch operations of $25M rocket and $100M satellite systems.
• Managed satellite-to-launch vehicle interface requirements for launch on two Russian rocket systems.
• Facilitated ITAR–compliant US licensing and technology agreements for international space launch operations.
• Planned and executed world’s first “commercial freight” shipment of a sensitive, complex satellite system.
• Directed transportation and shipping logistics from U.S. to Russian Launch Range on-board 747 cargo aircraft and Russian Ilyushin Il-76 military transport aircraft.
• Directed day-to-day pre-launch activities of cross-discipline, multi-national (U.S. & Russian) launch team.
• Led highly successful first-time launch of US-built Digitalglobe imaging satellite on a Russian SS-25 rocket.
BATC is a global provider of advanced imaging, communications, and information solutions to government and commercial aerospace markets. During my tenure I held positions in progressively higher levels of leadership and responsibility including, Senior Systems Engineer, Technical Manager, Launch Manager and Program Manager.
• Responsible for managing all cost, schedule, and technical aspects of satellite development teams, design, and launch operations of $20M Space Defense Initiative (Star Wars) programs and $50M radar imaging satellite.
• Managed development and launch for 10 successful space launches and $50M launch services subcontracts.
• Responsible for functional and physical system requirements for satellite and rocket interface systems.
Titan Satellite Programs Launch Manager and Guidance Control Officer
US Government’s Engineering and Technology representative responsible for review, approval, and control of planning and launch activities on US Government Space Launch Range. Ensured all safety critical designs and approvals were met to permit successful space launch operations. Planned and coordinated satellite and launch vehicle integration and launch requirements.
